Перспективи вільної торгівлі з Китаєм: розвиток вітчизняного експорту і ризики імпортозалежності

Проаналізовано структуру торговельних потоків між Україною і Китаєм і обґрунтовано, що найбільш імовірним сценарієм розвитку торгівлі з КНР є посилення сировинної орієнтації вітчизняного експорту та збільшення імпортозалежності України від китайських промислових товарів. Імовірність такого сценарію зростає з огляду на несиметричність тарифних режимів України та Китаю, що створює нерівні умови у взаємній торгівлі, більш ви¬гідні для Китаю. Встановлено, що навіть у разі лібералізації тарифних режимів у результаті переговорів щодо зони вільної торгівлі між Україною та Китаєм Україна не може розраховувати на стабільне нарощування обсягів експорту агропродовольчої продукції в Китай унаслідок особливостей митного нетарифного регулювання агропродовольчих ринків КНР. Обґрунтовано, що основними напрямами державної політики сприяння розвитку сільськогосподарського експорту в Китай є просування експорту кукурудзи відповідно до кредитної угоди 2012 р. між Державною продовольчо-зерновою корпорацією України та Експортно-імпортним банком Китаю та експорту соєвих бобів з огляду на можливість заміщення США на імпортному ринку сої, яка відкрилася у зв'язку із торговельними суперечками між США та Китаєм у 2017–2018 рр. Негативні тенденції у взаємній торгівлі зумовлюють також необхідність активної державної політики просування на ринки Китаю товарів переробної промисловості України, насамперед харчової та приладобудування, які мають попит на ринках КНР.
Обґрунтовано, що імпортозалежність вітчизняного внутрішнього ринку залишається значною без помітних ознак зменшення і може надалі зрости у разі лібералізації торгівлі з КНР. Встановлено, що впродовж останніх 15 ро¬ків імпорт китайських товарів до України збільшується як абсолютно, так і відносно, і у 2018 р. його вартість становила 13% від загальної вартості імпорту товарів в Україну. Найбільші обсяги імпорту припадають на: телекомунікаційне обладнання (особливо мобільні телефони); електронні вироби (комп'ютери); товари легкої промисловості (іграшки, взуття); чорні метали (плакований прокат з вуглецевої сталі). Китайський дешевий імпорт може загальмувати відродження вітчизняної обробної промисловості, що поступово відбувається після різкого спаду 2013–2015 рр.
Враховуючи високі ризики погіршення торговельного балансу країни внаслідок лібералізації торгівлі з КНР, створення ЗВТ з Китаєм на сучасному етапі розвитку України не є доцільним. Відмова від створення ЗВТ з Китаєм не вплине на залучення китайських інвестицій у рамках ініціативи уряду Китаю "Один пояс, один шлях". Основними бар'єрами у взаємній торгівлі є транспортні витрати, на подолання яких спрямована ця ініціатива, і нетарифні заходи, ефективним інструментом подолання яких є імплементація Угоди про спрощення процедур торгівлі СОТ.

Аналізуються тенденції розвитку світової торгівлі та особливості торговельної політики країн світу в період обмежень економічної діяльності, уведених задля запобігання поширенню COVID-19. Проаналізовано також розвиток зовнішньої торгівлі України і заходи торговельної політики, що застосовувались урядом країни в умовах пандемії. На основі визначення викликів і можливостей розвитку вітчизняної торгівлі у період пандемії та аналізу прогнозів і рекомендацій міжнародних організацій обґрунтовуються пропозиції щодо напрямів торговельної політики країни з акцентом на агропродовольчому ринку.
Проведено порівняння прогнозів розвитку світової торгівлі на 2020 р. та 2021 р., розроблених міжнародними організаціями. У першому півріччі 2020 р. світова торгівля розвивалася ближче до умовно оптимістичного сценарію Світової організації торгівлі (СОТ) і сценарію Світового банку, проте очікувана друга хвиля пандемії може повернути траєкторію роз-витку світової торгівлі до песимістичного сценарію СОТ, що передбачає зменшення обсягу світової торгівлі у 2020 р. на 31,9%. Розвиток зовнішньої торгівлі України також демонструє тренд, наближений до умовно оптимістичних сценаріїв міжнародних організацій – за перше півріччя 2020 р. обсяг торгівлі товарами зменшився на 10,6% відносно показника першого півріччя 2019 р. Досліджено основні канали впливу пандемії на світову тор-гівлю, а саме: зменшення виробництва товарів та послуг унаслідок обмежень економічної діяльності, введених країнами світу, порушення глобальних ланцюгів доданої вартості, зростання тор-гових витрат, різке падіння у сфері послуг, зниження цін на товари з низьким ступенем обробки.
Як і в усьому світі, в Україні негативні наслідки від пандемії COVID-19 значною мірою нівелюються поширенням цифрових технологій торгівлі і навпаки – поширення пандемії стимулює розвиток таких технологій. Уже у ІІ кварталі експорт послуг у сфері ІКТ України відновив зростання і перевищив докризовий показник IV кварталу 2020 р. Визначено переваги і виклики прискореної діджиталізації торгівлі в умовах пандемії.
Проаналізовано протекціоністські заходи країн світу та України, уведені після поширення коронавірусу, з акцентом на заходах, пов'язаних із торгівлею продовольством. Доведено, що обмеження на експорт пшениці, що були уведені урядом України під час пандемії, є результатом щорічної домовленості (Меморандуму) учасників зернового ринку, тому їх не можна вважати урядовим заходом обмеження торгівлі. Також доведено, що введена урядом України заборона експорту гречаної крупи, термін дії якої закінчився 1 липня 2020 р., мала скоріше соціально-політичне значення, адже завдання забезпечення пропозиції гречки на внутрішньому ринку і підтримки споживчих цін на цей продукт вирішувалося за рахунок імпортних поставок. Цей висновок розповсюджується і на інші товари істотної соціальної значущості, імпорт яких суттєво зріс під час пандемії, – насамперед продуктів тваринного походження.
Визначено напрями формування торговельної політики України в умо-вах зміни у торгівлі та торговельній політиці країн світу. Поширення тен-денції до самозабезпечення продовольством у країнах світу зумовить скорочення харчових ланцюгів, зменшення імпортозалежності країн, збільшення державної підтримки і, як наслідок, посилення конкурентних позицій внутрішніх виробників. Тому повне і вчасне фінансування програм державної підтримки сільського господарства України набуває особливого значення. Для підсилення конкурентних позицій малих і середніх сільськогосподарських виробників в умовах прискореної діджиталізації торгівлі, що відбувається внаслідок пандемії, необхідно прискорено розви-вати інфраструктуру задля забезпечення доступу сільського населення до високо-швидкісного фіксованого Інтернету. Поряд із поширенням протекціонізму у світовій торгівлі існує протилежна тенденція лібералізації агропродовольчих ринків, характерна для країн – імпортерів продовольства. Отже, для країн – експортерів агропродовольчих товарів, до яких належить і Україна, полегшиться доступ на ринки цих країн, відкриються нові ринки, покращиться кон'юнктура експортних ринків.

MULTIPOLARITY OF THE WORLD TRADE: CHALLENGES AND "CORRIDOR OF OPPORTUNITIES" FOR UKRAINE

The paper discusses trends of the world trade development towards multipolarity that is caused by the increasing impact of “newly emerged” leaders, in particular China, and weakening of the domination of “traditional” transatlantic leaders. The development of multipolarity in the world trade is supported by the processes of trade regionalization, especially by signing of megaregional trade agreements on the base of the current balance of power in the world trade.
The details of the regional trade agreements concluded by the world trade leaders – USA, EU and China are described. The academic discussion on the role of Regional Comprehensive Economic Partnership (RCEP) leads to the conclusions that creation of RCEP will induce the creation of a new world trade pole in Asia and the Pacific region during the next decades, where China will play a leading role.
The future of the World Trade Organization and the WTO fundamental principle of multilateral trade relations is the most controversial issue in connection with the development of multipolarity of the world trade. Challenges that were faced by the WTO due to trade digitalization, COVID-19 pandemic and climate changes are analyzed, alongside with sources and causes of the WTO crisis. The spreading of economic patriotism (nationalism) trend that manifests itself in trade as a policy of protectionism is discussed in the context of the transition to multipolarity in the world trade.
The development of multipolarity in the world trade is followed by the processes that must be considered in the shaping of Ukrainian trade policy. The ability of Ukraine to get its “space for maneuver”, which will allow to increase the country's economic potential in the framework of the new world trade configuration, depends upon this country's trade policy that is grounded on the analysis of risks and opportunities in the trade relations with “major players” in the world trade.
Development of the trade with China creates significant risks of the increasing of raw materials orientation of export and strengthening dependence on the import of industrial goods from China. Vital risks also follow signing of the credit and investment agreements with China. Chinese investment in agriculture and food industry are the riskiest as they use natural potential of the recipient countries and Chinese technologies to diversify the sources of the food import to China. The shaping of the Ukrainian trade policy with the EU countries in the medium term will be influenced by latter’s new trade policy of Open Strategic Autonomy. The main challenge is created by the EU plans to implement the Carbon Border Adjustment Mechanism (CBAM), which provides for the import tax on the import of the electricity, cement, aluminum, fertilizers, and products from steel and iron. The opportunities, created by the new EU trade policy for Ukraine have emerged due to the EU's declared support to the countries of the Eastern Partnership that have DCFTA with EU, including green and digital transition. The principle of “autonomy” in the new EU trade policy emphasizes the EU's ability to make its own choices, reflecting its strategic interests, which has features of the policy of economic nationalism and protectionism and will create a “corridor of opportunities” for pursuing protection measures for the development of domestic industries
